🔹CELINE GARDEL: LA FORMATION DES POLICIERS COMME CLÉ POUR LUTTER CONTRE LA CRUAUTÉ ENVERS LES ANIMAUX Capitaine de police et fondatrice de 4 Pattounes en France, Céline Gardel est la force motrice de ce webinaire. Dans son intervention, elle met en avant le rôle de l'éducation et de la formation des forces de police pour lutter contre la cruauté envers les animaux, en insistant sur la prévention, l'application des lois et l'éducation des jeunes pour garantir une protection durable.
🔹JULIEN NEIRYNCK : TRAFIC ILLÉGAL D'ANIMAUX ET MAUVAIS TRAITEMENTS, INDICATEURS DE RISQUE ET BASES LÉGALES Garde-frontière depuis 8 ans en Suisse, Julien Neirynck a observé une augmentation de 50 % des cas de trafic illégal et de mauvais traitements envers les animaux. Il aborde les indicateurs de risque et les bases légales sur lesquelles les forces de l'ordre et les juges peuvent s'appuyer pour lutter efficacement contre ces phénomènes.
🔹JULIEN LACAVE : L'UNITÉ DE SURVEILLANCE DE LA POLICE SUR TOUS LES INCIDENTS IMPLIQUANT DES ANIMAUX Policier en Belgique, Julien Lacave décrit le rôle de cette unité qui répond au manque de sensibilisation à la législation sur les animaux et vise à améliorer la réponse policière aux incidents impliquant des animaux, qu'il s'agisse de maltraitance ou de protection de la faune. En parallèle, il a fondé le Belgian Animal Law Enforcement Network afin d'impliquer tous les acteurs.

In her talk, she highlights the role of police forces’ education and training as to combat animal cruelty, emphasizing prevention, legal enforcement, and youth education to ensure lasting protection.
- Julien Neirynck: ILLEGAL ANIMAL TRAFFICKING AND ABUSE, RISK INDICATORS AND LEGAL BASES Border guard for 8 years in Switzerland, Julien Neirynck observed a 50% increase in cases of illegal trafficking and animal abuse. He addresses the risk indicators and the legal bases on which law enforcement and judges can rely to effectively combat these phenomena.
- Julien Lacave, THE POLICE MONITORING UNIT ON ALL INCIDENTS INVOLVING ANIMALS Police officer in Belgium, Julien Lacave outlines this unit role to answer the lack of awareness of animal legislation and to improve police responses to incidents involving animals, from abuse to wildlife protection. In parallel he founded the Belgian Animal Law Enforcement Network to involve all actors.

- Roslyn Wells: LIVE EXPORT BAN IN AUSTRALIA Former Director of Public Affairs for the Animal Justice Party in Australia, Roslyn Wells addresses the process and strategy behind the adoption of the bill banning the live sheep trade by sea from Australia, successfully passed on 1st July 2024, despite the opposition from the live export industry and set to take effect in May 2028.
- Nancy Makuvise: ANIMAL LAW & VEGANISM FOR ANIMAL PROTECTION Animal law advocate in Zimbabwe, Nancy Makuvise explores how animal law and veganism can mutually reinforce each other to advance animal justice, promote legal reforms, and support a more compassionate and sustainable food culture.
- Apoorva: POLICY RESEARCH FOR FARMED ANIMALS IN INDIA Founding Director of the Animal Law & Policy Network (ALPN), Apoorva addresses the limited India-specific research on animal welfare and explains how the ALPN aims to support the farmed animal advocacy movement in India through evidence-based research.

In his presentation, he highlights the incidental protection of animals in international criminal law, specifically questioning whether crimes against animals can be prosecuted under the Rome Statute of the International Criminal Court. He considers hypothetical scenarios where harm to animals might constitute part of crimes against humanity, genocide, or crimes of agression, assuming all requisite elements of those crimes are satisfied. His presentation also discusses the inclusion of animals in the recently defined concept of 'Ecocide'. He critically analyzes both the opportunities and the potential limitations of applying the protective regime of Ecocide to animals. Lastly, he addresses the potential for recognizing animals as victims of international crimes.
About the speaker: WAJ Expert, Dr Saba Pipia is PhD in law and currently legal advisor at the Diakonia IHL Center. He teaches international law at the Georgian American University and Caucasus University. Saba is based in Tbilisi, Georgia. engaged in multiple research projects on animal law during his post-doctoral studies, holding research fellowships at the Max Planck Institute in Germany, as well as Michigan State University and the University of Michigan in the United States. Currently, he is working on a project aimed at establishing animal law as a standalone course in Georgian law schools. He has presented his research at various conferences and has published several articles on animal protection.

Abstract: Humans are the leading cause of distress, pain, suffering and destruction to other animals no matter which country and which culture we come from. Humans, individually and collectively, have caused enormous harms to animals. Human violence and abuse of animals are first of all, human crimes, perpetrated across national and cultural boundaries in all human societies, although some crimes are peculiar to some localities or cultures. Given the globalised world today and the widespread animal abuse of all kinds around the world in globalised animal cruelty, it is imperative that we consider animal cruelty and abuse not only in particular countries, but also globally and seek global solutions. A legal order regulating animal related matters in international and regional laws has been emerging.
