After that the train has a 50/50 chance of spawning. If you stay long enough without the train spawning it will start filling other players or the session will be bugged. It depends on luck. Another thing that can help is if a bootlegger or gang hideout spawns close by right after you spawn after you leave the character editor. If you see one of those missions appear on the mini map then wait for the train to spawn. Walking around and moving the camera should spawn the train eventually.
