Technology bolsters authoritarian surveillance and corrodes democratic institutions, while democracies are fighting back with more and more regulation.However, this conflict is not inevitable; it is a choice made by investing in technologies that instantiate anti-democratic values.In Taiwan, we have instead focused on investing in social technologies that empower diverse collaboration, and we have seen those technologies flourish together with our democracy.We are not alone. 2022-06-14 智慧 ESG 新商機高峰論壇 PDIS 2022-06-15 | 大家好，我是唐鳳，很榮幸用遠距預錄的方式，受邀參與智慧 ESG 新商機高峰論壇。請容我先與大家分享一支短片，這是今年「總統盃黑客松」活動的前導影片，主題是「Climate Action: Practicing Net Zero」，氣候行動：實踐淨零目標。「淨零」是這次論壇關注的主題，也是全世界都感到急迫的明確目標。蔡總統在去年 4 月 22 日的世界地球日宣示，我國要與世界同步，於 2050 年達到淨零目標，這兩年來的總統盃黑客松，也都緊扣這個主題。總統盃黑客松是我的工作之一，每年一度由總統府指導、行政院主辦，公開向各界募集構想、激盪創意，運用跨領域的數位創新，來促進永續發展。像去年的卓越團隊獲獎團隊「師・牧漁」，提出「共享海洋牧場」，就是一個很好的例子。這個提案的出發點，是考量到兩個問題，一個是目前火力電廠的廢熱能沒有充分再利用，希望能提升能源使用效率；第二個是在氣候變遷下，養殖漁業常在冬季遭遇寒害，需要為魚塭加熱保溫，碳排量因此而變多。於是台電和海洋大學、基隆區漁會共同提案，將電廠的溫排水用於打造適合魚類生長的溫暖環境，協助漁⺠因應極端氣候，減少養殖漁業冬季使用加熱設備而耗電產生的碳排，換算估計每年大約可減碳 3 萬噸以上。台電電廠排出的溫室氣體，也用來養殖微藻以吸附二氧化碳，這些微藻可當作魚類的食物，還可以製成保養品及保健食品。這個模式，現在已經導入運作，並且陸續評估所有排放溫水的電廠，評估實施海洋牧場的可能性。又或是像在 2020 年獲獎的「CircuPlus 奉茶行動」，這個提案，是因為發起人參加淨灘活動時，發現有撿不完的寶特瓶，為了從源頭減少瓶裝水造成垃圾，於是和朋友們一起開發了奉茶 App，建立飲水地圖，⺠眾可以很方便找到飲水站，不用再買新的瓶裝水，同時達成源頭減塑與循環經濟的目標。截至今年第 1 季，全國的奉茶站數量達到 8000 站、奉茶 App 下載也超過 20 萬。這都是經由總統盃黑客松，透過跨部門合作，對於具有共同急迫性、明確目標的問題，來尋求解決之道。有句話說，「如果你不是解方的一部分，那你就是問題的一部分」，If we are not a part of the solution, we are a part of the problem，很高興有今天這樣的論壇，讓各界領袖齊聚一堂，深入世界所面臨的問題核心，一起成為解方的一部分。最後打個廣告：今年的總統盃黑客松，共收到將近 200 件提案，正在進行線上的「平方投票」，今天是最後一天，時間到今天深夜 12 時截止，歡迎大家搜尋「總統盃黑客松」，一起參與。在此祝福論壇活動圓滿順利，大家生生不息、繁榮昌盛，Live long and prosper.

These issues are highly related to Taiwan’s national goals, both domestically — enhancing our nation’s cybersecurity resilience — and globally — ensuring an Internet that is truly open and fosters competition, privacy, and respect for human rights.As a partner & signatory to the Declaration for the Future of the Internet this April, we are committed to put more focus on the multistakeholder model on internet resources allocation, cybersecurity, as well as infrastructure development.With shared reality and distributed ledger technologies becoming the hot topics in the modern world, soon the Internet may empower all of us to live in a world where the physical and virtual worlds are seamlessly intertwined.While embracing unprecedented connectivity, we are inevitably facing the negative undercurrents: Technologies that bolster authoritarian surveillance and corrodes democratic institutions. While democracies are fighting back with regulation, this conflict is not inevitable.Seven years ago, when Uber arrived in Taiwan, its presence was divisive, just as it has been in much of the world. But rather than letting the antisocial corners of social media pouring fuel on the flame, we adopted a multi-stakeholder policymaking process, with thoughtful, deliberative conversations involving thousands of participants on how ride hailing should be regulated.We harnessed tools for Digital Democracy to cluster opinion, allowing every participant to quickly digest the clearest articulation of the viewpoints of their fellow citizens and contribute back their own thoughts.The views that drew support from across the initial lines of division rose to the top, forming a rough consensus that was swiftly turned into running code — including software & legal code. In Taiwan, the characters for “digital” and “plural” are the same: 數位. Data Altruism allows our civic tech communities to co-create a plurality of services, from pollution monitoring to distribution of masks and rapid tests.Open and reliable payment systems allow creative forms of crowd funding to support public goods. Peer-to-peer reputation systems empower civil society to combat disinformation, often with “humor over rumor”, while maintaining our vibrant free speech. The Internet began as an experiment with such decentralized designs. Yet the vision of its founders, like J.C.R. Licklider, on which ours is closely modeled, was just partially realized.Today, we have the chance to build a future where technologies express and empower these important ideals, rather than degrading them.To accomplish this vision, we need joint efforts from industry and academic peers to take part in Digital Democracy — to make our tools serve our values, not the other way around.With this, I wish the two-day forum a great success with fruitful collections of valuable perspectives for both international and local community members.Thank you for listening.
