This video from the Gateway Development Commission (GDC) shines a spotlight on the men and women building the HTP via interviews with workers on the ground and an up-close look at the construction currently in progress.
The HTP is the nation’s most urgent mass transit infrastructure project, which will provide reliable, 21st century train service into, out of, and through New York, and end the immediate threat posed by the 115-year-old tunnel between New Jersey and New York. It involves building nine miles of new passenger rail track, including a new, two-tube tunnel under the Hudson River, and rehabilitating the existing tunnel, which is a source of chronic delays for hundreds of thousands of daily passengers.
These active projects are supporting 20,200 jobs and $4.5 billion in economic output. In total, construction of the HTP is projected to support 95,000 jobs and $19.6 billion in economic activity.

This project will allow for a connection to the new tunnel portal at the western slope of the New Jersey Palisades, provide construction access between the staging sites on either side of Tonnelle Avenue, and enable access to the entry point for the Tunnel Boring Machine that will dig the Palisades Tunnel portion of the project.

The Hudson River Ground Stabilization (HRGS) Project is a critical early component of the HTP that will stabilize the riverbed on the Manhattan side of the Hudson River to enable the Tunnel Boring Machine to excavate the new tunnel and protect the riverbed ecosystem. Work on the HRGS Project — the HTP's first heavy construction contract — began in May 2024.

HTP construction launched on both sides of the river in November 2023. Ground broke on the Tonnelle Avenue Project in November 2023 and is expected to be completed by the fall of 2025.
The Gateway Program is the most urgent infrastructure program in the country – a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency, and create new capacity for the busiest section of the Northeast Corridor (NEC). The NEC is the most heavily used passenger rail line in the country hosting more than 2,200 train movements and 800,000 passenger trips daily.
