The American media is biased toward negative news reporting, which resulted in a distorted view of the actual risk of COVID-19. Worse still, social media companies censored many truthful posts under the guise of misinformation. The inevitable result of this media distortion has been the destruction of the trust in American institutions and experts.

Party polarization is driven not by any single party but rather by both major parties. While lobbyists are often accused as being a pusher of polarization, lobbyists actually spend a lot of their time gathering information and are not able to easily change policy as is often portrayed.

Hoover senior fellow Brandice Canes-Wrone explores how well policy makers are representing the people in America. To understand how well represented the people are, one must first understand how the public opinion is measured. Canes-Wrone uses these measurements to provide evidence of how well represented the people are and how responsive policy makers are to changes in public opinion.

Leaders can’t shift the view of “doorstep” issues— what is relevant to a voter’s day-to-day experience—but they can shift the saliency of these issues. Unpopular presidents obviously can reduce support for domestic policy, but even popular presidents have a difficult time shifting public opinion.

Glenn Loury argues that racism and slavery have had an impact on the state of Black Americans today, but it isn’t wholly to blame for all current problems. Furthermore, America is not a country that was founded on racist ideals, but rather a country that matured and eventually abolished slavery to live up to the ideal of equality under the law.

Hoover senior fellow Niall Ferguson explains why many comparisons of the modern-day United States to the unfree societies of the 1930s and 1940s are misapplied. Those tyrannies were so oppressive that individuals often weren’t allowed to meet and talk with one another late into the night without raising alarms for the regime. To pretend that those unfree societies are similar to what America has today is a gross misuse of history that dangerously misunderstands what living in a tyranny is actually like.

One cyberspace norm that has emerged is that cyber operations do not lead to violent retaliation. Another is that it is inappropriate to target civilian infrastructure. An enduring challenge cyberspace presents is not the physical damage it can do but the destruction of trust between the public and private sectors.

Currently, there are very few voucher programs in effect in America. One reason is because opponents of voucher programs are very powerful and have been effective in preventing them. The few voucher programs that are operational spend, on average, $6,300 per pupil much less than the public school’s per pupil spending of $13,000–$14,000.

Condoleezza Rice explains how the 2014 invasion of Crimea by Russia led to improvements in Ukraine’s defenses that ultimately paid dividends in the 2022 invasion. Russia’s invasion also pushed Europe to begin challenging Russia instead of letting Putin get away with his acts of aggression.

After World War II, the US and its allies established an international system to promote economic growth, stability, and cooperation. They also promoted democratic values and institutions, which has led to the idea of the “democratic peace” theory: democracies are less likely to go to war with one another. This system has been largely successful in reducing conflict and promoting economic growth and stability.

There are trade-offs in foreign policy. If the United States shifts its attention away from the Middle East—to China, for example—it opens the door for America’s adversaries to make progress in the region. Similarly, the US must not exclude working with countries on the basis of their political system, since that closes the door to for pushing for democratic change in those places.

The Laffer curve shows that there is a tax rate that optimizes the amount of revenue the government can achieve. But the goal isn’t to maximize the government’s revenue, the goal is to maximize and optimize economic prosperity for everyone.

There is an ongoing debate on exactly how much of a role the government should play in addressing inequality. Yet people often overestimate how much the wealthy earn, how much they pay in taxes, and the actual level of income inequality. Many people believe that in times of crisis the state should expand its role, but the lessons from the Great Recession and the COVID-19 pandemic suggest that its actions helped the wealthy more than the poor.
