It's a jack-o'-lantern inside a crystal ball, and it argues with him about the history and true meaning of Halloween, using clips from several cartoons to prove its points. Jonathan Winters is plays the roles of The Watchman and Jack O' Lantern. Due to copyright I had to edit out Trick or Treat (Disney+), Pluto's Judgement Day (Walt Disney Treasures DVD - Mickey Mouse in Living Color) and The Legend of Sleepy Hollow (Disney+).
Unfortunately, I don't have the original version of the episode that aired in 1977. Many fans are on the hunt for this version since it included the popular Halloween short, Lonesome Ghosts. This syndicated version also doesn't include the post credits scene of where Jonathan Winters and the Jack O' Lantern switch back to their original roles. I'm also having trouble coming up with the exact date of this airing which I believe is some time in 1987 due to the commercials and ad for the Disneyland State Fair promotion. My best guess is October 25th, 1987, but according to references The Shaggy Dog Part 2 aired on that date. I have included all of the advertisements that were broadcast with this airing for reference and enjoyment.

Jason Starr is an international spy. While on a mission there was an altercation and Jason disappears. His boss Vaughn then goes to his twin brother Warren Starbinder, a veterinarian, and asks him to pose as Jason to complete his mission. Warren agrees to do so but the talk will not be easy since he is not a spy. Warren also cannot tell his wife and family what he's doing which makes it hard for him to explain the peculiar ways he is now behaving.
