It would discourage pushing worse and worse pp maps in ranked which would become obligatory to play if you want to stay competitive. No matter how you look at it, osu! has a dedicated competitive playerbase and a lot of bigger content creators, like WhiteCat, FlyingTuna or even BeasttrollMC to some extent base their play session around the that aspect of the game.
