1st Amendment to the Constitution
Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.
__________________________________________
The right to petition government for redress of grievances is the right to make a complaint to, or seek the assistance of, one's government, without fear of punishment or reprisals.
Chapter 112, Part III of the Florida Statutes, "Code of Ethics for Public Officers, and Employees." Which states in part in : 112.311 (3) "It is likewise essential that the people be free to seek redress of their grievances and express their opinions to all government officials on current issues and past or pending legislative and executive actions at every level of government. In order to preserve and maintain the integrity of the governmental process, it is necessary that the identity, expenditures, and activities of those persons who regularly engage in efforts to persuade public officials to take specific actions, either by direct communication with such officials or by solicitation of others to engage in such efforts, be regularly disclosed to the people."

Sergeant Donald Rininger
Daytona Police - (386) 561-5100

It shall be the policy of the Daytona Beach Police Department that all contacts with members of the public are done with fairness, equity, and honesty. Any conduct, which deviates from this will not be tolerated and will result in disciplinary action up to and including termination.
It is the policy of the Daytona Beach Police Department to define the procedures and practices prohibiting biased policing of individuals in accordance with Florida Statutes for traffic contacts, field contacts, searches and seizures, asset seizure and forfeiture efforts, detention, interdiction, or other enforcement action by members of the Daytona Beach Police Department.
The Daytona Beach Police Department prohibits the use of unlawful biased policing in accordance with the laws of the Federal government, the State of Florida and the Ordinances of the City of Daytona Beach. All enforcement actions shall be in accordance with Florida State Statute.
A fundamental right guaranteed by the Constitution of the United States to all who live in this nation is the right to equal protection under the law. Along with this right is the fundamental right to be free from unreasonable searches and seizures by government agencies.
Citizens are free to walk and drive our streets, highways, and other public places without police interference so long as they obey the law. They are also entitled to be free from crime, and from the depredations of criminals, and to remain safe from the actions of reckless and careless drivers.
The Daytona Beach Police Department is charged with protecting these rights, for all, regardless of race, ethnic background, national origin, gender, gender identity, sexual orientation, religion, socioeconomic status, age, political status, disability, or any other protected characteristics.
Because of the nature of their business, law enforcement officers are required to be observant to the identity of unusual occurrences and law violations, and to act upon them. It is this proactive enforcement that keeps our citizens free from crime and the streets and highways they travel upon safe.
The Bias Policing Directive is intended to assist the officers of the Daytona Beach Police Department in accomplishing this mission in a way that respects the dignity of all persons, and yet, sends a strong deterrent message to actual and potential violators that, if a law is violated, a police encounter will follow.
It shall be the Department’s policy to train Department employees, take corrective measures when necessary, and annually review the Department’s practices including citizen complaints and documented concerns involving biased policing.

Samantha Walker- Pima
County Attorney Office
Samantha.walker@pcao.pima.gov
I strive to learn and improve from all my experiences. I believe success comes from enthusiasm and diligence and aim to bring both to any endeavor I face.
I was born in Tucson, Arizona and have been a University of Arizona Wildcat throughout my higher education. In law school, I wrote on to Arizona Law Review, where I served as an Articles Editor. I served as President of the Christian Legal Society, U of A chapter, and received a Dean's Achievement Award for Leadership upon graduation.
Since beginning my legal career, I have worked at Pima County Attorney’s Office as a clerk, attorney in both misdemeanors and felonies, and, most recently, clerk supervisor.

Rule 8.5 - Continuing a Trial Date
(a)Motion. A party may ask to continue trial by filing a motion stating the specific reasons for the request.
(b)Grounds. A court may continue trial only on a showing that extraordinary circumstances exist and that delay is indispensable to the interests of justice, and only for so long as is necessary to serve the interests of justice. The court must consider the rights of the defendant to a speedy disposition of the case. The court must state specific reasons for continuing trial.
(v)Victims' Rights. In deciding a motion to continue a trial date, the court must also consider the victim's views and the right of the victim to a speedy disposition of the case.
Misdemeanor Unit
Samantha Walker, Supervising Attorney
samantha.walker@pcao.pima.gov
This unit prosecutes all misdemeanor offenses committed in unincorporated Pima County and cited into Pima County Justice Court. These offenses range from criminal traffic offenses, like reckless and aggressive driving, to property crimes, game and fish offenses, domestic violence, and driving under the influence. Our office works hard to differentiate between people whose conduct and history merit an opportunity to have their cases dismissed upon completion of appropriate counseling and community service, and those whose crimes need the heightened attention and supervision offered in one of Justice Court’s Specialty Court programs. Though misdemeanor offenses carry lower penalties than felony offenses, the members of this unit remain mindful of the impact that these crimes can have on the community at-large and that a misdemeanor conviction can have on the person charged.

"The Speech" is what Ronald Reagan called it. Today we call it, "A Time for Choosing," and it was a pivotal turning point in Ronald Reagan's life.
reaganlibrary.gov/archives/speech/time-choosing-speech
reaganlibrary.gov/volunteer
Ronald Reagan began a long side-career of public speaking as his acting career closed out. He traveled across the country meeting Lions Clubs, Rotary Clubs, Chambers of Commerce and any other civic-minded local groups. This continued and intensified during his service as the General Electric spokesperson while hosting their sponsored television series. "The Speech" was delivered in various forms and to different audiences as each word was honed, measured and memorized.
During the 1964 Presidential campaign, Republican party officials in California, who knew Reagan's powerful message and delivery, asked him to film a speech on behalf of the Republican candidate, Barry Goldwater. The speech was aired on October 27, 1964 and it was electrifying. Donations to the Republican party and candidates increased dramatically.
The Republican Party took note and they targeted Reagan as a candidate from that point forward. He agreed in 1966 to run for Governor of California. He won two terms, and eventually won the Presidency.

MISSION STATEMENT
It is the mission of the City of DeLand Police Department to safeguard the lives and property of the people we serve, reduce the incidence and fear of crime, and enhance public safety. Our mandate is to do so by demonstrating our core values and conducting ourselves with the highest ethical standards to maintain the public’s confidence and trust.
CORE VALUES
Duty: To serve, to place others' needs above our own, to do our noble best while keeping our consciences clear.
Honor: To demonstrate respect for others in word and deed, to deny self and promote the finest sense of justice possible for others.
Courage: Overcoming fear; firmness of mind and willpower in the face of danger or extreme difficulty. When necessary to preserve life we will lay down our lives to protect the lives of others.
Integrity: The firm adherence to a code of moral values, incorruptibility, and completeness. We will not sacrifice principles for expediency. We will keep our word; our actions will match our stated beliefs; we will be authentic and therefore trustworthy.
Caring: To be sensitive to the needs of others and demonstrate compassion for all people. We are always ready to help community members retain or regain their dignity.
Respect: We consider human beings worthy of high regard and are committed to equal treatment under the law for all people. We honor life and are committed to the preservation of life as we carry out our sworn duty under the law.

CITY OF DELAND POLICE OFFICER CREED
I am a Police Officer and a proud member of the DeLand Police Department.
I believe there is no higher calling than to Serve and Protect my fellow citizens.
I believe in the basic ideals of our Constitution. I am a Guardian of the rights that guarantee our freedoms and our American way of life.
I am always ready to help individuals retain or regain their dignity. I will assist my commanders and obey all lawful orders while maintaining law and order.
At the same time, I am humble because I know that I am a servant of my country and my fellow citizens.
To perform my duties properly, my honesty, integrity, and courage must be balanced by competence, alertness, and courtesy.
I know I am constantly in the public eye and my behavior sets the standard of excellence for my profession.
To my Police Department and my Commanders, I pledge sustained, just and honorable service.
To my Country, my State, and my fellow citizens, I pledge the skills of my training, my physical ability, my mental initiative, and my moral courage, for I am a Police Officer representing a time-honored profession.
Accountability requires your participation as a citizen. The United States Constitution expects a vigilant citizenry to enforce its doctrine. When the citizenry is distracted or lazy, subversion becomes the norm and rights are lost.

With the camera still rolling he gets caught telling deputies that they contacted the sheriff about our presence there filming the same thing they were there after we were originally arrived first and secured access to the back yard via homeowner.

Why would a sheriff have such a hatred toward a citizen who simply thinks differently than they do? Why become angry and seek retaliation because a citizen asks questions they don’t like or learn things they don’t want people to learn of?
Mike consistently gaslights, attempts to intimidate, name calls, causes intentional divide and more simply because cordial legitimate questions are asked. He does this on the dime of those he is intended to serve.

Anne could you please provide me with your direct supervisors name and email address? Additionally, who reminded you that record requests must be submitted in writing, I would like that persons name and email as well? But, I would like to remind you that I submitted a written request with you in person.
Here is a link to the Florida Attorney General's website. Perhaps share within the office so we can get you guys properly trained around there. Anne this is not good public service and I am very displeased with your obstinance.

Good morning Mark, it’s come to my attention that you only accept PRR emailed to info@circuit.org? Are you aware that is not in compliance with Chapter 119 of the Florida Statutes, the public records law?
I submitted a PRR in writing with Anne Pierce on March 6, 2024. This email is my formal request for a written statement of the statutory basis for denying access to public records. Please attach a copy of original request.
I look forward to your response.
Phocion

Phocion,
Thank you for your email. We are unaware of a written public records request being submitted on March 6. Kindly forward that to me, and we'll review/respond expeditiously.
The email address info@circuit7.org is not the only means to submit a PRR; instead, it is intended to serve as a centralized portal so we can keep track of such requests and respond in a timely manner.
Please be advised that Chapter 119, Florida Statutes, is not the governing authority regarding access to records of the Judicial Branch. Public access to Judicial Branch records is governed by Rule 2.420, Florida Rules of General Practice and Judicial Administration. Rule 2.420(m)(1) speaks to the requirement that requests be made in writing.
