Kyogre is one of the most iconic cover legendary pokemon of all time. With Kyogre being introduced all the way back in generation 3, it had to deal with a lot of powercreep introduced over the generations and yet it has always remained a top tier pokemon. Kyogre has consistently been an S tier pokemon in every generation of ubers, except for gen 6 & 7, although it was still a massive threat. Kyogre is also arguably the strongest pokemon in gen 3 through 5. Kyogre is honestly one of the strongest pokemon of all time and it is still a top tier threat in gen 9 Ubers, although be it not an S tier ranked pokemon. So what makes Kyogre so strong and how has it remained a top tier pokemon in every generation?
