This is the final level, From what I’ve read, it’s a pitch-shifted version of the Bowser levels from 'Paper Mario: The Thousand-Year Door' for the GameCube.

By the way, at the end of this level, Mario and Luigi will arrive at a base where Bowser will be waiting for a final battle. According to the final text, it couldn’t be included due to insufficient storage space. It was supposedly found under the name... but the creator deleted their Newgrounds account, and for some reason, it couldn’t be archived anywhere. Lost media?

I even question whether it ever existed.
