Before the tunnel existed, workers and residents crossed the Houston Ship Channel primarily by ferry. During and after World War II, industry along the channel exploded, with refineries, petrochemical plants, and ship-related businesses employing thousands of people on both sides of the waterway. Existing ferry service was becoming a bottleneck, and Harris County began studying a permanent crossing in the mid-1940s.
The goal was simple: provide a reliable, all-weather connection between Pasadena and Galena Park without interfering with ship traffic on the channel. A bridge high enough for ocean-going vessels would have been much more expensive and difficult at the time.
Planning and construction (1945–1950)
Construction began in 1945 after years of political debate, bond elections, engineering studies, and public discussion. The project was awarded to the Merritt-Chapman & Scott Corporation of New York.
Building the tunnel was a major engineering challenge:
Workers dredged a trench in the bottom of the Houston Ship Channel.
Massive prefabricated tunnel sections were constructed.
These sections were lowered into the trench approximately 85 feet below the water surface.
The sections were connected, sealed, and covered.
The interior was finished with tile, lighting, ventilation equipment, drainage systems, and safety features.
The project cost roughly $7 million—an enormous amount for the late 1940s.
Opening day: May 27, 1950
The Washburn Tunnel officially opened on May 27, 1950. It immediately became:
The first underwater vehicular crossing of the Houston Ship Channel.
The nation's only toll-free vehicular tunnel at the time.
The largest toll-free vehicular tunnel in the Southern United States.
The tunnel was named after Harry L. Washburn, a longtime Harris County auditor who helped guide county finances during the project's development.
Officials expected around 10,000 vehicles per day to use the tunnel, carrying workers, delivery drivers, and visitors between the industrial communities lining the channel.
What made it advanced for its time
When it opened, the tunnel incorporated technology considered cutting-edge in 1950:
Automatic ventilation controls.
Powerful blower fans to remove carbon monoxide.
Bright portal lighting to reduce temporary blindness when entering or exiting.
Emergency control stations.
Backup electrical generation.
Extensive drainage and pumping systems.
The tunnel's interior was lined with glazed tile, and the roadway originally used paving bricks because damaged sections could be repaired more easily than concrete.
Impact on the region
The tunnel fundamentally changed transportation around the eastern side of Houston.
It gave workers easier access to more than 100 industrial facilities along the channel and helped connect communities that had previously depended on ferries. Some ferry routes eventually disappeared because the tunnel offered a faster and more dependable crossing.
As the petrochemical industry expanded through the second half of the 20th century, the tunnel became an important daily route for refinery and ship-channel workers.
Renovations and upgrades
Although the basic structure remains the same, the tunnel has undergone several modernization projects:
Original brick pavement was replaced with concrete.
Tile walls were cleaned and restored.
Ventilation systems were upgraded.
Electronic monitoring equipment was modernized.
Surveillance cameras were added.
In 1987, the tunnel was closed for approximately four and a half months for major repairs—the longest closure in its history.
Modern era
For decades the tunnel was operated by Harris County Precinct 2. On March 1, 2020, operational responsibility was transferred to the Harris County Toll Road Authority (HCTRA). Despite the agency's name, the tunnel remains free to use, and officials stated there were no plans to impose tolls.

One of five crossings of the Houston Ship Channel.
A daily route for tens of thousands of vehicles.
A rare surviving example of mid-century immersed-tube tunnel engineering.
One interesting "what-if": the Baytown–La Porte Tunnel, another ship-channel tunnel opened in 1953, was demolished after the Fred Hartman Bridge replaced it. The Washburn Tunnel survived largely because it serves a different traffic role and remains useful as a local connector between Pasadena and Galena Park.
