President Trump responded with force. Against the objections of governor Gavin Newsom, Trump federalized the deployment of 2,000 National Guard troops, citing a rebellion under rarely used federal law. He didn't invoke the Insurrection Act, but he didn't need to. Under Title 10 of the US Code, the president can deploy troops if he deems there's a rebellion against the federal government or if civil authorities can enforce the law. Trump says that's exactly what's happening.
