TPPF's John Bonura testifies before the Texas House Committee on Land and Resource Management on HB 24 which increased the threshold for for a petition to prevent zoning changes or development from 20% to 60% of those landowners in the neighborhood of the development and lowered the portion of city council required to overrule the petition from 3/4ths to a simple majority.
