Veyle is one of those mystery characters who is hard to talk about going into spoiler territory. Finding a thumbnail for this was rough, and wording the video was mostly a repeat of the Alear one.
So, Veyle is in fact the Fell Dragon's daughter, and has a case of split personality not unlike Fei from Xenogears. Her evil side, which is concentrated dragon instincts, was the one behind the Four Hounds and getting the Rings for her father, Sombron. And it's brought out against her own will, to the point it's not something easily controlled.
In a turn of events, Veyle does a heel turn and throws Sigurd's ring for us to catch. This doesn't atone for everything that has happened, but it's definitely a massive help since we lost all our Rings earlier.
