From The Sims Wiki: "The Aquatic Playhouse have a limited number of uses; the oxygen monitor will initially be at the green, but as a sim continues to use it, the oxygen supply will steadily start to decrease - going from yellow-to-orange-to-red. Once the oxygen monitor reaches at a red, a sim will no longer be able to use it, and attempts to do so will display a message. Regardless of mechanical skills, a regular sim will be unable to refill the oxygen supply by themselves - they must either call a repairman, a butler, or have a Servo (or Bonehilda) be present on the lot."
