This is yet another video representation of a crank call perpetrated against the Murphy family sometime in the late 90s. It tells the tale of a very nervous neighbor named Phil Brent, and his unfortunate witnessing of a gang of clowns breaking and entering the Murphy residence.
These calls were not necessarily intended to be believed by the listener (although that sometimes did occur). Instead, they were aimed to upset, annoy, and disturb the Murphy family.
