I've called this Romi's Picot Bind-Off to differentiate it from the commonly seen picot bind-off that builds a picot between stitches and therefore is difficult to center properly above a motif with a center stitch. It's probable that I "unvented" this picot, but I had never seen it before I developed it for my patterns. The other difference is that no stitches are cast on for this bind-off. The picot is created by working multiple stitches into one stitch and binding each one off as soon as it is worked. The bind-off is based on the stretchy (what I called it in my patterns) or "Russian" bind-off.
