The actual talking point seems to be one that a bunch of topless women at the London 2012 Olympics were arrested for disorderly conduct because they were making a protest at Sharia law, and they were not arrested for being topless and disturbing the peace.

(It should be noted that the law regarding what is an arrestable offence in this respect is complex and not clearly outlined. However, since it is an offence to show any intimate parts of the human body to children in public, and since it is also against the Public Order Act 1986 to go topless with intent to harass others, then clearly the law favours an arrest for several reasons).

It should also be pointed out that one person's right to freedom of expression ends at another person's right not to be harassed, abused, or threatened.
