Randomly came across this when replaying the game.
A consistent method I've used to reproduce this is to dash to the second step of the staircase after the collapsing platforms WITHOUT collapsing the last platform, quickly dash left onto the final collapsing platform, jump, then dash under the staircase. You'll land in Knuckles' section of the level, the cutscene plays out... and the rock never hits Sonic.
