The main improvements on this level over the old one is optimal swimming, better lines, a squeezed backflip at the end, and JP text.
Optimal swimming for luigi is just a held nunchuk spins.
After the launch star, I purposefully delay when I go for the spin canceled ground pound so that the shell is in reach after 3 spins.
I found the squeezed backflip ending to be difficult to get as it was very particular. Too far away and you get a normal backflip, too close and the backflip gets squeezed too much directly back into the ground. Pressing a on the first frame of regaining control also normal jumped. I found a somewhat decent alternative method of squeezing a single jump into nunchuk spin before hitting the ground (very fast inputs, basically a rising nunchuk spin). Unsure how effective it is at saving time, but could be usable RTA.
This run is certainly improvable. I missed fast dive at the beginning (probably loses .1-.2?). I went too far to the center before the launch star wasting a few frames. The last shell did not angle back up properly and took me lower than I wanted which also wasted time. Finally, the first toad textbox was a little slow. A 2:06.xx is definitely possible.
