After doing some more exploring, I found a hidden Mod Shop that allows you to spray any vehicle with one of 2 Rainbow colours. Slow and fast rainbow patterns! *The reason the thumbnail doesn't have a rainbow pattern is because it made the file size too big (EVEN THOUGH THE PREVIOUS ONE WAS THE SAME BUT THAT'S YOUTUBE FOR YOU!)

WALKTHROUGH
Near the 'Secret Rainbow Hair' area at the the top is a giant riverbank with a giant crater. To the right is a Mod Shop. Bring any vehicle there and you can give it a rainbow paint job. And yes, you can save it in your Parking Garage.
