Once again, in order to find Deoxys, the player must have already completed the main story. Also, players must have already recruited Lugia before unlocking Meteor Cave. Unlocking Lugia is no simple task, since Silver Trench (the dungeon where Lugia is located), has a massive 99-floor cap. Getting through the dungeon alone can take about 2 hours based on the player's speed and resources. Make sure to bring tons of food and a solid team to bring along the way.
Once the player has recruited Lugia, Xatu will appear in front of the player's home. Xatu will mention he is in the area to go to the Pokemon Shopping Center. Eventually, Blastoise will appear and describe a new location that has spawned from the meteor Rayquaza destroyed in the main game. One of the shards split off and created a chasm that is now named Meteor Cave. Blastoise also mentions weird creatures located on the inside, unlike anything he has ever seen before. This will unlock Meteor Cave as an explorable dungeon.
Normally, the staircase would just be in a set location on the floors, but this time players will need to defeat Deoxys to unlock it. The real Deoxys and final boss of this dungeon will appear on the 20th floor of Meteor Cave.
