Pretty slow but it's one of the cooler strats I've come up with imo so wanted to make a quick demo of it.
Some notes:
RTA you can theoretically do this in around ~30 seconds worst case, which is pretty decent for a low cave spawn. Kelp from starting magma ravine and bone block from bastion should make it zero timeloss for resource collection.
Biggest advantage of this method is its accuracy - Standard perfect travel nets around 60-65% accuracy** in best case, this method can be over 80% accurate. This is a significant advantage especially when you compare it with the relatively poor accuracy of cave educated (less than 10%), which is the current meta strat for 20 obby cave blinds.
I use a modified version of ninjabrainbot where you look at the front hitbox line of the eye instead of the center to measure accurately. I am bad at 1.16 so I just moved to about where the line was at the end since I was too slow. Ideally you should get your f3 crosshair directly overlapping the front hitbox line and make your instance 4k height for 0.01 measurement accuracy.
Another modification is the first throw tells me how many blocks to dig to the side. That's why I do the first throw and press F3+C, so that I can dig to the correct spot so that the eye ends up right next to where I started.
The final modification is that the version I'm using lets you f3+c when you throw the eye and when you measure so that you can move between these actions.
The bot points to 4,4 in chunk and /locate to 8,8, the calculator was correct
** = accuracy is defined as percentage of time the calculator gets the correct stronghold location in simulation from an always accurate measurer from a random point in the ring. Estimates of accuracy are not robust/tested. Accuracy increase is mostly from being closer to the eye when measuring rather than measuring hitbox - hitbox is just easier at such close proximity I've found.

The tower design is my own, but I got the precursor idea from Chaos, he posted a video and I refined the strat youtu.be/Gw6TmHmMzDQ. The main thing I did was improve the build time by using slabs instead of digging.
It should work in 1.6 and 1.7 for sure, maybe 1.5, likely not in 1.8.
