Dr. Claw drains all of Metro City’s water supplies so he can grow the world’s largest pumpkin to make the world’s largest jack-o-lantern. Plus, people will do anything to get water now. Talon decides he’s going to use the water for evil, and starts handing out water in exchange for allegiance to MAD. At HQ, Penny is parched from her latest training, and is horrified to find out that MAD has drained the water supply. Gadget realizes this is the perfect opportunity to use his training from the Water Witch of Antigonish. He deploys his dowsing rod and heads off. Penny, Kayla and Von Slickstein search for the water too, and find Talon handing out water bottles. Penny inadvertently advertises to the citizens of Metro City that Talon has water, and they all rapidly convert to MAD in order to get a drink, including Von Slickstein! Penny appeals to the citizens to resist MAD, presenting her sweat recycler as an alternative to Talon’s water bottles, but the device doesn’t work and she loses Kayla to MAD, too. A super dehydrated Penny doesn’t have the energy to fight Talon alone, and he directs his new MAD army to put Penny inside his giant water tank. Gadget saves the day when he rockets into the tank, bursting it open. He frees Penny, the water, and the Metro City citizens from their allegiance to MAD.
