It's the final battle! Pull out all the offensive stops on the first round before Bowser uses the Star Rod, as you'll just be healed later anyways, and his only truly dangerous attack is his fire breath if he uses it. Having Fire Shield equipped will help prevent that from being a 1-hit KO, even if you miss the guard.
There's a discrepancy between his amount of HP in the first and second round as the game had crashed on me a few times attempting to enter the true final fight.
On Round 2, use all your defensive buffs, but mindful of using Chill Out, as Bowser can remove it any time with the usage of the Star Rod's invincibility power--and will usually not let it rest on him for long.
You may get poisoned if you don't guard well against Bowser's claw attack, so be careful--remember, Peach Beam takes no star power to use, so you'll often have some SP just sitting there. Feel free to use Refresh whenever you need to cure poison or recover a little HP and FP. Also, Bowser's Star Rod wave attack will remove your status buffs, requiring you to buff again. His Lightning attack is tough to time, and hits through the Water Block defense buff, so be careful about that as well.
Do not allow Bowser to stay in invincible form for even a single full turn, as his fire breath will always do more damage than you have health, assuming you are also playing with a low amount of health. Keep Life Shrooms handy as you whittle down his HP. If you make it through, congrats!
