It took me until this point in the playthrough to actually realize that attacking this boss or any of his minions using electric attacks has no effect, so using Zap Tap or any Thunder item was just a waste here.
That said, using Cloud Nine makes you almost untouchable by the Puffs, so you shouldn't have to worry too much on the enemy turn. If the boss charges and uses his lightning attack, it will hit through the defense boost on Water Block, so be careful about that.
Chill Out is always as important as ever, and it gets passed along to his minions if he is attacked while it is in effect, causing attacks by the small Puffs on the enemy turn to be relatively harmless as well. Bow's Outta Sight is always an option if you want to be careful.
If you've got him on the ropes, Bow's Smack is great as this boss has no defenses and Bow generally hits for more damage than most of your party members without having to spend FP, only being matched by Goombario if both are at Ultra Rank--with the only caveat being that she only hits for 1 damage with every smack attack.
