On June 2, 2024, Mexico held the largest election in its history, resulting in a continuation of the López Obrador national project under his chosen successor Claudia Sheinbaum Pardo. She will serve as president from Oct. 1, 2024 to Sept. 30, 2030.
Sheinbaum inherits a series of urgent challenges: tightening fiscal landscape, increasing levels of corruption, a stagnant economy marked by rising poverty and inequality, declining investment, the crisis in the U.S.-Mexico border, and underfunding in key areas like health, education, infrastructure, and research. If the Sheinbaum administration takes decisive steps to adjust policies and address these challenges, there is potential to put the country back on a stable path. However, without proactive measures for reform, Mexico's future remains uncertain.
At this event, a panel of experts will explore the current landscape in Mexico at the close of the López Obrador administration, the opportunities and risks facing Sheinbaum’s presidency, and the key policy shifts needed to move the country toward a more stable and prosperous future.

Texas, which spends nearly $50 billion on health care annually, performs poorly relative to other states on key metrics like maternal mortality and deaths from preventable or treatable causes. But with its recent investments in health-impacting, non-medical services, it has a unique opportunity to get more value from its spending, according to Elena Marks, senior health policy fellow, and Charles Mathias, director of the Texas Consortium for the Non-Medical Drivers of Health. After the U.S. Supreme Court overturned Roe v. Wade, the question of abortion access was returned to the states. In Texas, abortion care is not permitted, except in cases where the life of the pregnant person is determined to be at risk. There have been numerous media reports on the impact these laws are having on Texas patients including those with life-threatening conditions and non viable pregnancies.
A new report by Manatt Health, set to be published on Oct. 8, turns the focus to the OB-GYN physician workforce, examining the impact of these laws on physicians’ ability to provide evidence-based reproductive health care. The current OB-GYNGYN physician workforce in Texas already fails not meet the existing demand for reproductive health services, and with some of the poorest women's health outcomes in the nation, additional strain may further hinder the state's ability to provide comprehensive reproductive care. Manatt gathered data from practicing OB-GYN physicians, residents, and residency programs across the state, revealing a workforce under substantial strain.
This event aims to inform attendees of the negative impact that current Texas law is having on the OB-GYN physician workforce, and potential future trends. With a focus on the repercussions for all Texans who need reproductive health care, the event will feature a moderated panel with the lead author from the Manatt Health study, a practicing OB-GYN physician, and an OB-GYN residency program director.

Laurent Bili is the new ambassador of France to the United States. A graduate of the French National School of Public Administration (ENA), Bili joined the French Foreign Ministry’s Strategic Affairs and Disarmament Directorate in 1991. After being seconded to the Defense Ministry as Deputy Diplomatic Adviser, he then held several positions at the Foreign Ministry between 1995 and 2002: first secretary and then second counselor in Ankara, Turkey; first secretary, Permanent Representative of France to the Western European Union (WEU); adviser to the European Union’s interim Political and Security Committee (PSC) in Brussels; and head of Strategic Affairs. In 2002, he became director of the Private Office of the Minister Delegate for European Affairs and was later technical adviser at the Diplomatic Unit of the Presidency of the French Republic (2002–07). He was then ambassador to Thailand, Turkey, and Brazil, and also held several other official roles. Prior to his appointment in Washington, Bili was Ambassador to China.

Those whole selves often include religious identities, however, and that can make things complicated. Employers can be uncertain about how to respond to workers’ religious identities and afraid that such expression will lead to conflict.
At this event, the authors of “Religion in a Changing Workplace” (Oxford University Press, 2024) will share insights from their five years of research on faith at work in the U.S.; including 15,000 surveys and 300 in-depth interviews. Authors Elaine Howard Ecklund, Denise Daniels, and Chris Scheitle will show how a wide range of employees understand their work vis-à-vis their faith, and how religious identities overlap with — and may be key to fostering — other kinds of diversity. Following their remarks, Rachel C. Schneider will moderate questions from the audience.

Prior to joining KKR, Petraeus served over 37 years in the U.S. military, culminating his career with six consecutive commands as a general officer.
After retiring from the military, he served as the director of the CIA during a period of significant achievements in the war on terror. Petraeus graduated with distinction from the U.S. Military Academy and later earned a Ph.D. from Princeton University. The 2023 edited volume “The Future of Trade: A North American Perspective” (Edward Elgar Publishing, 2023), assesses current trade policy challenges facing the U.S. and offers a series of recommendations which, if followed, have the potential to improve both U.S. domestic trade policy and foreign policy.
Concentrating on the implementation of the United States-Mexico-Canada Agreement (USMCA), the escalating rivalry between the U.S. and China, and reform of the World Trade Organization (WTO), the volume seeks to advance the ongoing dialogue between governments and stakeholders. It proposes recommendations through an analysis of law, economics, and public policy in relation to the U.S. economy and its role in the global economic order. As the U.S. and other world powers retreat from globalization, the authors argue, the U.S. faces short- and long-term challenges that will require more effective and thoughtful policy consensus at both the national and international levels.
In the nine months since the book was published, additional questions have arisen, inter alia, regarding the enforcement of the USMCA during election years for the U.S. and Mexico, the de-risking of U.S.-China trade with an emphasis on electric vehicles and chips sectors, and the continuing search for the WTO’s relevance along with its increasing dysfunctionality. Our expert panelists, with input from audience questions and comments, responded to these issues and others related to U.S. trade policy in the 2024 dual election year.

Regenerative medicine using stem cells offers tremendous potential for treating a range of medical conditions. In the past two decades, researchers have made significant progress, and initial cell-based therapies are now emerging to treat cardiac diseases. However, some less reputable clinics are marketing stem cell treatments with claims that far exceed known benefits.
At this event, moderated by Maya Pomroy of The Public Lead, includes physician-scientists Dr. Deepak Srivastava and Dr. Emerson Perin, who will review advances in stem cell research for cardiac care over the last 20 years. Fellow Kirstin R.W. Matthews will also highlight the central policy and ethical concerns that have emerged during this period.

Jason Isaacson, AJC’s chief policy and political affairs officer, is a longtime analyst of U.S. political and strategic affairs and an advocate for Arab-Israeli peace. An observer to the 1991–-92 Middle East peace talks in Madrid, Moscow, and Washington, he represented AJC at the 1993 World Conference on Human Rights in Vienna; since 1993, he has coordinated periodic AJC ministerial meetings throughout the Middle East, North Africa, Europe, and Asia, including numerous visits that were the first by an American Jewish civic organization. He has lectured at the Egyptian and Jordanian diplomatic institutes and was a senior visitor at Oxford’s St. Antony’s College in 2002. Isaacson directed an AJC initiative that led to the 2004 opening of the Transatlantic Institute in Brussels. He also convened a 2005 NGO seminar on online tolerance at the UN World Summit and coordinated the 2015 Defining Moment for Europe conference on combating antisemitism. The 2024 U.S. election promises to be a defining moment in American history. As Americans prepare to head to the polls in November to elect the next U.S. president, this event offered a comprehensive analysis of the key issues, campaign strategies, and electoral dynamics shaping this high-stakes contest.
On Sept. 5, Rice University’s Baker Institute Presidential Elections Program will host Peter Baker and Susan B. Glasser. Baker is the chief White House correspondent for The New York Times, and Glasser is a staff writer at The New Yorker. Together the two authored “The Man Who Ran Washington: The Life and Times of James A. Baker III.” Baker and Glasser gave an overview of the lead-up to the 2024 U.S. election and also discussed the Honorable James A. Baker, III’s role in leading five presidential campaigns.
It was free and open to the public.
This event kicked off Election 2024: Policy Playbook, a joint initiative of Rice University and the Baker Institute for Public Policy that aims to provide nonpartisan expert insights on key issues at stake in the 2024 election. More information will be available soon.

Featured Speakers
Peter Baker is the chief White House correspondent for The New York Times and a political analyst for MSNBC. In addition, he is a regular panelist on PBS’s Washington Week. Prior to joining The New York Times, he was a reporter for The Washington Post for 20 years. Baker has covered five presidencies, from Bill Clinton through Joe Biden, and won the Gerald R. Ford Prize for Distinguished Coverage of the Presidency twice, the Aldo Beckman Memorial Award for White House reporting twice, and the Merriman Smith Memorial Award.
In between stints at the White House, Baker and his wife, Susan B. Glasser, spent four years as Moscow bureau chiefs for the Post, chronicling the rise of Russian President Vladimir Putin. Baker also covered the early months of the wars in Afghanistan and Iraq.
His books include “Days of Fire: Bush and Cheney in the White House” and “The Breach: Inside the Impeachment and Trial of William Jefferson Clinton,” as well as those co-authored with Glasser, “Kremlin Rising,” “The Man Who Ran Washington,” and “The Divider.” The pair most recently completed a biography of former Secretary of State James A. Baker, III as well as a book detailing Donald Trump’s time in the White House.
Susan B. Glasser is a staff writer at The New Yorker, where she writes a weekly column on life in Washington. Glasser has served as the top editor of several Washington publications, including Politico, where she founded the award-winning Politico Magazine, and Foreign Policy, which won three National Magazine Awards, among other honors, during her tenure as editor in chief.
Before that, she worked for a decade at The Washington Post, where she was the editor of Outlook and national news. She also oversaw coverage of the impeachment of President Bill Clinton, served as a reporter covering the intersection of money and politics, spent four years as the Post’s Moscow co-bureau chief, and covered the wars in Afghanistan and Iraq. She edited Roll Call, a Capitol Hill newspaper, early in her career.
Her books include “Kremlin Rising: Vladimir Putin’s Russia and the End of Revolution,” “The Man Who Ran Washington: The Life and Times of James A. Baker III,” and, most recently, “The Divider: Trump in the White House, 2017–2021,” a best-selling history of Donald Trump in the White House, which she co-authored with her husband, Peter Baker.

The state is the largest electricity producer and consumer in the nation. The tremendous growth in wind capacity in Texas also makes it the largest wind power producing state. A significant fraction of power demand is met by natural gas. Today, natural gas-fired power plants produce about half of ERCOT’s total electricity, followed by wind (20%), coal (16%), and nuclear (10%). In contrast, in 2009, natural gas provided about 48% of ERCOT’s total electricity output while coal and nuclear supplied 35% and 10%, respectively. Wind only constituted 5% of the fuel mix that year.
It is also important to recognize the seasonal and daily volatility of electricity, especially in a system like ERCOT where intermittent renewables like wind and solar are becoming increasingly important.

As humans delve deeper into space exploration, researchers must better understand the medical, psychological and biomedical challenges facing spacefarers. On December 8th and 9th, the 2023 International Space Medicine Summit (ISMS) brought together leading experts from the world's spacefaring nations for a series of high-level discussions exploring advances in space medicine research and opportunities for international collaboration.
Experts from a range of disciplines — including physicians, space biomedical scientists, engineers, astronauts, cosmonauts and educators — representing all International Space Station partners were present at the summit.
The International Space Station provides an excellent laboratory to conduct space medicine research, which can be optimized through cooperative studies and sharing equipment and instruments between the international partners. Sharing information and applying lessons learned from long-duration human spaceflight and analog research environments will not only lead to advances in technology and human knowledge to protect future space travelers, but will also enhance life on Earth.
