Saigon is clearing its pavements. We thought it was a great idea when we first heard about it. Motorbikes are a serious menace to travellers - and people who like to walk. But this week we discovered that motorbikes are still racing past tourists with impunity outside the Reunification Palace - one of the city's most famous tourist sights while the more benign street-vendors, people who make their living from the streets, are being cleared.
