Patches Enabled: Deltatime, Disable Motion Blur and MSAA

Configuration changes on this playthrough:

gpu = "vulkan" // since the other api crashes pretty often even without the patches applied(the toml still present in the folder tho, but it doesn't really matter)

All of these options is to get rid of tearing:

The graphical issues with this api is only with the traffic cars look and livery(especially bus) but it wasn't catastrophic for it to be unbearable.
