Sony Germany is at least partially refunding customers. A friend of mine (BA_Adrian) received an e-mail confirming his refund.

Sony stated that they couldn't cancel the purchase as the items were already accessible to him in-game.
But due to the servers shutting down and him not being able to use the content anymore they decided to make a one-time decision based on goodwill and partly refunded him up till August 24th.
274,66 €
The money was refunded to his payment method which was/is paypal and is already showing in his paypal account.
His reference number is:

The first thing you should do is contacting Gazillion's support e-mail for Marvel Heroes Omega which won't give you an answer but you will at least receive a ticket number that you can give to Sony while explaining that you never received a reply from Gazillion:
support@marvelheroes.com
Ask them for a refund for ALL YOUR PURCHASES surrounding Marvel Heroes Omega. You will instantly receive an automated e-maill with a ticket number.
