Strategy?
Equip all your best equipment up till this point.
Hiro: Poe Sword (like there's really an alternative D:).
Ronfar: Divine Litany --► Healing duty (Getting old, I know.)
Jean: Dopple Dance --► Blue Dragon Palm --► Dopple Dance when it runs out --► etc.
Lemina: Boost Hiro's and Jean's attack power, and boost Ronfar's and Jean's Defense power. After that, she can either keep buffing other characters, or attack using Ice Arrows, or a spell of your choice.
The boss -can- be trouble. When there are two snake heads coming out of her shoulder, make sure you DEFEND or cast WHITE DRAGON PROTECTION. That attack pretty much 1HKO's characters (at least it would have killed Ronfar & Jean) at this point in the game. She attacks a bit faster as well when she uses this attack, so it may be better to just defend and heal, that's what I did anyway.
Her only other dangerous attack is when she raises her staff up, and flames are coming out of the orb. Attack-All attack dealing around 200-ish damage. Keep your HP above 200 at all times.
The last attack that may be a problem is when she puts her hands together and begins a chant. Heavily damages one character. Be sure to heal.
And for some reason she mainly targeted Jean and Ronfar, so I was fortunate when I buffed them. I guess the targeting system works like that.

Missing one unite attack: Kiss Goodbye using Sialeeds, Jeane, and Nelis.
Video shows 47/48 unite attacks in the game. I dont have a save file with Sialeeds, Jeane, and Nelis together before Sialeeds disappears. This save file from frengkyst had Sialeeds hacked in, but I was unable to get the unite attack to work for some reason. I kept getting a error saying Dont use cp whenever I tried using the unite. Maybe its some anti-piracy prevention?

The point of this challenge is to beat the game while gaining no EXP. Similar to that of a Low Level challenge, except a Gameshark is used to make all battles result in 0 EXP gains. I dont believe later stages would be too difficult, if I use Isaacs group, but I expect the early stages of the game to be somewhat challenging.
No transferring of previous Golden Sun data, so Isaac and Co. will arrive at their default levels, (which is 28 I believe). Felix, Jenna and Sheeba will stay level 5, while Piers will come in at 18 (I believe).
This is on Hard Mode, so bosses have increased HP and stats.
Save states are not used during the boss fight (if you to take my word anyway).
Strategy?
This battle is annoying. You need to have quite a bit of luck in this battle. I died plenty of times trying to beat Briggs and his mates. My solution was Weasel Claws. Farm them from Momangas outside of Alhafra. Oil Drops also work, but Weasel Claws are more effective.
Felix: Use Iron once to bolster your partys defense. Pound him with Weasel Claws afterwards.
Jenna: Weasel Claws!
Sheeba: More Weasels Claws!
You mainly want Briggs to use Signal Whistle it wastes one of his turns in order to summon another goon. 3 Weasels Claws easily kill a Sea Fighter. You want at least 15 Weasels Claws (5 on each character) before going into the battle. Just hope that Briggs doesnt use Echo Cut, since it can 1HKO Jenna or Sheeba.
I had a bit of trouble taking Briggs down without item farming. Most attempts ended with him using Echo Cut to kill a character. You want to make sure all your characters are alive.")
