Using the example of Unicoi County Hospital, in Erwin, Dr. Joyner illustrates the complex considerations surrounding critical infrastructure placement and all potential hazards from floods, wildfires and landslides. The hospital faced severe flooding after the remnants of Hurricane Helene despite being built outside the 100-year floodplain. Should a facility be moved to avoid one risk, Dr. Joyner notes it may face another—raising the need for thoughtful mitigation strategies, such as elevating buildings or reinforcing structures.
Looking to the future, Dr. Joyner introduces the Community Resilience Academy, set to launch in Spring 2025 in Washington County, Tennessee. This initiative, funded by NOAA, will bring together community leaders for a series of workshops aimed at exploring regional risks and providing tools to improve long-term disaster preparedness and resilience. By examining both local perceptions and data, the academy will help communities develop more robust mitigation strategies. Dr. Joyner hopes this work will expand statewide and inform future efforts to address vulnerabilities across Tennessee.
