They came up with this "I am a Swedish Hero" "thankyou" video, praising "you' the subscriber.A template published on the internet invited viewers to insert a photo in a space provided on the template and the software automatically uploaded the photo into the video at appropriate places that personalised the video commercial.The viral campaign was so successful, with millions uploading photos from all over the world, they were forced to block countries other than Sweden visiting the site because they were hogging the bandwidth.The website has since been removed and it is not known if the campaign was successful in encouraging more Swedes to voluntarily pay their radio/TV broadcast licence fee.

Sure, there is a Citizenship Act 1977 and although Citizenship is the header, they do not define what it is. Hmm.
