For decades, a New Haven couple opened their home to feed anyone in the neighborhood who was hungry, but in 2023, when the city began shutting down tent cities and displacing the unhoused, they made a more public and defiant choice to let people live in their backyard. After more than 2 years of activism and struggle, a decision was made to wind down the tiny homes community. Citing a need for a reset, repairs, and to rethink their strategy the homeowners told many of the backyard residents they had to leave. After returning from a job working on a houseboat, Ethan saw smoke coming from his boat.He and his neighbor rushed across the water, but were too late. The flames were so hot that they couldn't get within 30 feet of the boat.Watching Ethan come to terms with losing a second boat, and becoming homeless again is heartbreaking.

They began by confiscating and crushing boats, leaving many of the boaters homeless. Now they have softened their approach and are offering housing vouchers to the few anchor-outs who remain.The Richardson Bay Regional Agency is the primary actor in this area, but the Bay also falls under the jurisdiction of the San Francisco Bay Conservation and Development Commission and the City of Sausalito.Many of the anchor-outs have accepted the housing vouchers, including Peter. He has now been housed for about 2 months, yet his boat still remains anchored in the bay. The reason is nesting seagulls.Seagulls are protected under the migratory bird treaty act, making it a crime to disturb the birds or their nest. This unique circumstance has been seized upon by one of the other anchor outs. The local authorities are required to wait for the birds to migrate before they can seize Peter's boat. This practice is known as Homeless Dumping. In most cases, homeless dumping just involves moving people out of one neighborhood and into another, but in some instances it can be more. Cities and towns have been busing the homeless to other parts of the country for decades. Essentially dumping their homeless population in other cities.
