For those not aware, 4.0 game update is mostly and heavily consoles-oriented update, that actually made game look a lot better there. For PC, it didn't bring anything but integrated texture mod (which is available for years), very badly optimized RT supports (which is only for small % of players with very strong gaming rigs) and just a couple bug fixes/QOL improvements, which all (and much, much more) exist for years in form of mods. In the rest, this update doesn't add anything actually useful to the game, and while it could be absolutely ok to mod this version - but, for now, most of mods are not compatible with it, which, for PC players who know about mods, makes it nearly useless. Thus, if you want to mod your game and achieve much better graphics, as well as incredible gameplay improvements, you should mod game version before this update.
