Hurricane Lowell, which spun 90 miles northwest of Līhuʻe at its closest, spared Kaua‘i of the level of destruction ʻIniki wrought with a direct hit as a Category 4 storm. Still, nearly everyone was left without power in the immediate aftermath.
The island saw significant impacts from the triple threat of wind, rain and a coastal storm surge, said Elton Ushio, the Kaua‘i Emergency Management Agency chief.
