Never imagined I'd have to actively rig RNG in this game, but with no Hiruko to do our single target damage we have to rely on a strict sequence of Eito's passive to actually one turn Wave 3.
Boss kill goes to Takumi. Boring I know, but as the only character with near-perfect availability throughout every scenario he's going to make the most consistent use out of the extra Voltage, even if he hasn't done all too much over the run as of yet.
