In order to get a Zorua, you'll need to either catch Zoroark and breed it, view it's Dex entry at gameFreak and use the GTS, or use this method, which requires an event Celebi brought over via the Relocator: youtube.com/watch?v=FlvIwz5VZaA

It's pretty straightforward. Just do this:

Put Celebi in your party.
Have at least one Ball in your Bag. I think you might also have to have an empty party slot, but I'm not sure. Might wanna do that too just in case.
Go to the GAMEFREAK Building in Castelia City. It's in the alley beside the Pokemon Center.
In the lobby, speak to the people there. Zorua will react to Celebi and request to join you without struggle, unlike Zoroark.

And then it's yours.
