Story:
A personal head canon is that the Polar Bear Scout’s wasn’t always the way it is depicted in the show. That back when Barnacles and Bianca were in it it was a lot more strict, making sure the scout’s didn’t come off as threatening and scary.
That would include trying to make sure they didn’t grow any ego, put everyone before themselves, don’t risk any outbursts and abrupt changes.
Some of the Scout’s managed not to have any long term effects by the treatment, some, such as Barnacles, were not so lucky and still deal with the outcomes of having their self esteem destroyed consistently during the program.

Story:
After a long day helping out some turtles, Peso reads out the final reports to Captain Barnacles, just to make sure the Captain is satisfied with the concluding work. Naturally, he is and praises Peso- only to be cut off by Kwazii.
Captain doesn't mind because he knows Kwazii's just being his usual excited self.
As they talk, Shellington was messing around with a bow and arrow they found on the beach, while doing so, he accidentally releases the arrow, sending it just over the captain's shoulder. If the Captain hadn't caught it, it would've hit Peso. Everyone's shocked from Barnacles' incredibly fast reflexes.

Shellington quickly apologised, to which the Captain reassures him 'accidents happen'.
