This alignment features a 448-kilometre alignment from Manila to Laoag via San Fernando. The project will be split into two stages, with stage 1 further subdivided into two smaller substages.
Stage 1 (259 km):
MANILA TUTUBAN
VALENZUELA
BOCAUE
Clark
Tarlac
SAN FERNANDO
Stage 2 (189 km):
Candon
Vigan
LAOAG
The rail line will be able to accomodate trains with speeds of up to 350 km/h, with an initial top speed of 300 km/h due to operational costs.
This project will deliver substantial benefits to the Philippine economy, including increased investment in regional Luzon so that the people who live in these regions can have an improvement in economic opportunities. It would also allow High Speed Rail to provide as a competitive mode of transport to link Manila with Regional Luzon by connecting Manila with San Fernando within 1:10 hours and Manila to Laoag in as little as 2:00 hours.
