write today to provide additional information regarding this case, and to lay out the expectations I have regarding next steps, and actions to be taken.
As you were previously made aware, Ms Hallie Hay, one of your nurses, filed court action against me after I exposed her sadistic attitude and illegal conduct toward arrestees being processed into the Shawnee County Adult Detention Center. Through interviews with current and former staff and inmates, I understand this to be part of the 'normal' day to day processes of the jail. If this practice hasn't already been put to a stop, with the help of my team and the constituents who fund your actions, I will end it myself. This is the extent of your ability to limit the fallout at this stage. Either correct course, or sink your own ship.
However, Ms Hay is not able to bail water fast enough to stay afloat. She purposely and knowingly filed a frivolous action against me for my protected conduct as a member of the press. You swore an oath that should have forced your will to act to become overwhelming. With her own withdrawal of the complaint, and her request for dismissal by the court, she apparently was forced to accept the fallacy of these retaliatory actions, and move to limit the potential fallout by withdrawing the case. I challenge that she has learned nothing about the original cause of this dilemma you face. This is simply because she has faced zero accountability for these illegal actions. Ms Hay's own threats against individuals in her care, that directly violate our Constitutional Rights, and are a direct violation of her professional ethical code... and you have taken no action that I am aware of.
As far as I understand, she is still working inside your jail, and there have been no changes in operational policy. That leaves all of you with provable culpable knowledge and a provable unwillingness to conduct proper oversight, as is demanded by your position as so-called "leaders" of the community. Folks, we haven't even begun to discuss the civil discovery process that will come.
I'm the one that hopes you'll do the right things. My associates think I'm foolish to ask for changes and believe we can simply force you to change, like it or not. They aren't wrong, on either account. Her requested dismissal is attached.

Which states in part in : 112.311 (3) "It is likewise essential that the people be free to seek redress of their grievances and express their opinions to all government officials on current issues and past or pending legislative and executive actions at every level of government. In order to preserve and maintain the integrity of the governmental process, it is necessary that the identity, expenditures, and activities of those persons who regularly engage in efforts to persuade public officials to take specific actions, either by direct communication with such officials or by solicitation of others to engage in such efforts, be regularly disclosed to the people."
