DE doesn't allow us to push vehicles or mark them by replay so here's another method which can be done in "All hands on deck" only.
2:12 get in the car and get out when the screen is almost black. If you've done it correctly, you'll be teleported to the mission marker and the car will get marked.
2:31 you can't enter the car by the driver door so use the passenger one. Drive to a garage and make a cop bust you. This is the only way to get out of the marked car. Then go back to it and do what you wanted. Or you can just push the Washington to the garage by another vehicle - it's your call.
