Minutes to the previous meeting (April 2022) contained portions plagiarized from the report delivered in April 2019. Tracey Price - current candidate copied directly from the annual report by Peter Eccleson. Difficult to spot as the chairman's report was referred to as an appendix which was not attached, being posted at another time and placed quite separately from the main minutes. Fewer people downloaded the 2022 report than attended the 2023 meeting. I rejected these minutes on the basis that they were not published intact. Notice the ridicule at my objection. I was named as an objector by Gillian Peacock, but the names of the approvers were not given.

Annual Parish Assembly reduced to 30 minutes before the next Ordinary Meeting of DPC. The APA is also to be held 10 days before the parish council election and within the legal 'Pre-election period' (formally known as 'Purdah'). All reports by cllrs who are by this time also known to be candidates will be electioneering and an abuse of the APA. The APA had a dedicated evening in 2018 and 2019. Both were strongly attended. Promotion of both meetings was by flyposting on DPC lampposts by myself. Dunchurch Parish Council Ordinary Meeting - 13 February 2023 scatteronall4winds 2023-02-14 | The clerk did not attend this meeting in person, but by video link. Having rejected use of Microsoft Teams at the start of lockdown the council is now starting to use it.Why re-employ Gillian Peacock after her failure to maintain proper accounts? Gillian Peacock undertook the data entry and not a single invoice was indexed and marked with receipt/payment/authorisation. Invoices were missing and some present were unpaid. And also failed to maintain the asset register.There is no one else to pass the buck to.Missing from the register of parish assets since February 2020 is an iphone. We are reassured by Tracey Price that it is now accounted for and then - Tracey Price who approved the Peacock expenses since February 2020 ask innocently how the clerks iphone and calls are paid for. The deletion of council records requires further explanation. There was no recovery at source, just the good fortune to have previously passed the files to another. Nothing in the report by Tracey Price demonstrated good information management.
Dunchurch Parish Council Ordinary Meeting - 9 January 2023 scatteronall4winds 2023-01-10 | Only one member of the public present.I fully believe the last DPC clerk (Tracie Ball) when she told me she would stand firmly for transparency in public matters of the DPC. And was extremely surprised and disappointed that notice had been given - terminating one working week after the illegal extra-ordinary meeting on 16 Dec. On the 12 Dec. (see video) the council felt an extra-ordinary meeting was necessary. The clerk offered to organise and was snubbed. Immediately after the same meeting a summons for an extra-ordinary meeting on 16 Dec. was published (only on web site) for one purpose. At the extra-ordinary meeting (the clerk was not present) there were two items of business - the additional item was not on the agenda but was verbally stated to be a staffing issue requiring exclusion of the public. On the 15 Dec. the clerk had not been made aware of the extra-ordinary meeting and was to enquire on the need to publish notice of meeting in a conspicuous public place. We are told at this meeting (9 Jan.) that a staffing decision made on the 16th Dec. was as a result of discussions of the Staffing Committee[sic] on the 9 Dec.Gillian Peacock is still a drain on the councils resources. What we learn this month is that Peacock is charging the council monthly for planning advice and providing DPC responses to planning applications notified in the parish. £520 for November, £660 for December. I noted that DPC has no duty to respond and incur these costs, yet there are parish assets not being maintained.
Dunchurch Parish Council Extra-ordinary meeting - 16 December 2022 scatteronall4winds 2022-12-16 | This involved closing the library without warning at 4.15pm. The meeting began at 4.30pm. It was pointed out that the condition of the emergency lighting indicated it was not working and the building was therefore unfit for holding a public meeting - No response. I.E. no charging light showing and no emergency light on. This was also the case on 14 March. A power cut during a PC meeting. The meeting continued by the light of Cllrs. mobile phones. It was pointed out that the law on giving notice had not been complied with, ie the proper officer did not provide in a conspicuous place a notice giving time, place and agenda. Additionally to be displayed THREE whole days before a meeting. The proper officer - the clerk - Tracie Ball (also parish councillor of 4 1/2 years standing at Wolston) failed to attend and take minutes. The minutes were taken by Cllr. Howard Marsh. Cara Martin stated she was honest.

There no council administration left to conduct complaints against the Clerk. The whole council is shown on video as being unable of impartiality. The council has been hog tied. Well done.
