My personal best... But certainly not the fastest time out there(I've seen him beaten in 14). I Developed this method last week when I was playing through the game for the first time in ages. NOTE- I've officially beaten Metal Sonic once I'm awarded the 1000 points which clocks in here at 15 seconds.
