2013 - Medellin, Colombia

The submitter only tells us that the video was taken in Medellin, Colombia in 2013. What we see is a video taken at a construction site which soon moves up into the daylight skies to show a silver, spheroid-shaped object.
We have added a close-up enhancement at the end of the video. The object in question is very reminiscent of the 1993 Mexican videos taken during an eclipse.
Note: Medellin, officially the Municipio de Medellin (Spanish for Municipality of Medellin), is the second-largest city in Colombia. It is in the Aburra Valley, one of the most northerly of the Andes Mountains in South America.
As of 2012, it has a population of 2.7 million. With its surrounding area, the metropolitan area, which includes nine other cities, is the second largest urban agglomeration in Colombia in terms of population and economy, with more than 3.5 million people. (wikipedia)
