This is Accelerant from the Hank Challenge of the VS Online mod ported to the V-Slice/Base Game engine. While the port is good, it's missing quite a bit of stuff, like Deimos and Sanford not appearing on the cliffs on either side of the screen, Tricky not appearing at all, the notes in the chart being meshed with the fire arrows making them impossible to hit etc.
