-Shinra Tower F1/65-

First off, we take the opportunity to unlock Barret and Tifa's Lv.3 Limit Breaks by training in the slums. The Vice enemy here also has a Speed Drink which can be stolen fairly consistently so we do that as we grind it out; most enemies in this area die to a single grenade, and we can replenish our gil for this by using Finishing Touch on a Hell House in the adjacent area; is there anything those intrepid enemies can't provide?

The first proper challenge in Shinra Tower, besides the stairs, is the group of Mighty Grunts guarding the elevator. Their attacks can whittle us down, so Sadness is useful here. There's also a chance to steal Shrapnel instead of Tranquilisers too.

Up on the 65th Floor, we can get Loco Weeds from the Hammerblasters and Sword-dances, either through drop or by steal. These will be especially useful for the impending boss fight and maybe for later until we get Mystify Materia.

The SOLDIER Squad start with a lengthy dialogue which allows you to get first turn if you have limit breaks charged and ready to go. Theo's our target, and Cross Slash goes first to paralyse him so he won't counter-attack the second limit; Mindblow. This leaves him with no MP to cast Cure2 which can drag the fight out.

The idea here is for Barret to act as a tank, using maximum damage reduction to block their dangerous physical attacks while the enemy knock themselves down. We throw up a Light Curtain for Barrier and a Lunar Curtain in case any spells sneak through. Barret then uses Defend which, on top of Sadness, Barrier, and Back Row, brings the damage they deal down to a much more manageable level. To make him Cover reliably, he's equipped with a Lv.2 Cover Materia (40%) and three Lv.1 Cover (20%) that we bought in Wall Market; these stack to give a 100% Cover rate.

With that in place, we throw a Loco Weed to inflict Confusion. Here's where Locke comes in especially handy as he can use 'Fight' (the strong version of their physical attack) as part of his regular attack pattern which he does to devastating effect if he also casts Berserk on himself. Our job then becomes managing Barret's HP and waiting for them to die to their own counter-attacks.
