Complete one of the following quests:
-For the Republic, Part 2
-Render Unto Caesar
-The House Always Wins
-Wild Card: Side Bets

You then need to earn reputation with Arcade to persuade him to talk to you about this.

Doing these things will trigger a rep bonus:
-Accepted with the Followers of the Apocalypse.
-Take Arcade to the Crashed Vertibird
-Take Arcade to the REPCONN Headquarters
-Take Arcade Gannon into the Silver Rush
-Going to HELIOS One and speaking to Mr. (Dr?) Fantastic
-Killing Caesar with Arcade
