The first Challenge Portal can be found near Halcyonia, entering the Hall of Tribulation will task you with refighting Orpheus, Anihal, Shirley, and Bernard.
This is how to unlock level 15 for the Bard, Beastmaster, Gambler, and Thief jobs. The fight requires fighting 4 bosses at the same time, so make sure you're well equipped! I'd suggest grabbing a Typhoon Shield and stocking up on restorative items.
Oddly enough the 1st Hall of Tribulation can not be unlocked until Chapter 7.
I am doing this boss fight on the Hard Mode difficulty, so it might be easier for you than it looks here.
