You can fight Richter anytime after getting the bat form. However, if you do not have the Holy Glasses from Maria, you will kill him and the game will end with a meh ending.

Using the super jump boots under the Librarian gives you a Life Up potion. Annoying him further gives you the three items I got. Yeah... One of those secrets you just need to read about first.
